漏洞
The error message, “Export operation failed. Content is not allowed in prolog” is returned when using the exportSite operation for ArcGIS Server if the metadata.xml file for any hosted service is encoded with UTF-16.

Manually customizing the service configuration files after publishing by opening and customizing the file directly is not supported.解决办法
- Change the encoding for the respective metadata.xml file from UTF-16 to UTF-8.
- The default location for metadata.xml is (C:\arcgisserver\config-store\services\Hosted\<ServiceName>\esriinfo\metadata\metadata.xml).
