The Error 404 is returned when accessing an ArcGIS Server service with a service name in the Chinese language, and adding it as a basemap to Portal for ArcGIS Map Viewer.

解决办法
Add the service in Map Viewer by selecting the Add Layer from Web option, and move it to the basemap using the Move to Basemap option.
