解决办法

Use the ArcGIS Server 10.4 solution mentioned in the same link:http://server.arcgis.com/en/server/10.4/administer/windows/change-geoprocessing-service-and-service-extension-publishing-privileges.htm

Open the ArcGIS Server Administrator Directory and log in with an account that has administrative privileges to the site. The Administrator Directory is typically available through a URL such as https://gisserver.domain.com:6443/arcgis/admin.
Click System > Properties > Update.
Insert the allowGPAndExtensionPublishingToPublishers property and set it equal to true. The syntax should be in the following format: {"allowGPAndExtensionPublishingToPublishers": true}.
Click Update.
