Could not reproduce this issue. Lots of improvements to dissolve at 10.3. Tested with 10.3.解决办法
1. Run the Integrate tool on the data to be dissolved. 2. Specify an XY tolerance of 10 (or other value as desired) times the default tolerance of a feature class having the coordinate system of the input data.重现步骤
