The 'Create Address Locator' geoprocessing tool fails with the error message, "ERROR 000042: Failed to create the address locator. Underlying DBMS did not accept username/password" when the reference data is from a database connection for a database authenticated user, and the Windows machine uses a foreign Windows Region Formats.

解决办法
Do not log in to the database connection with database authentication credentials when running the 'Create Address Locator' tool within ArcMap. Use the operating system (OS) authentication when utilizing ArcMap.
If using ArcGIS Pro, database authentication credentials work for SQL Server and PostgreSQL, but if Oracle is in use, utilize the OS authentication.
