This will not be addressed in ArcMap.解决办法
1. Create a parcel fabric in an enterprise geodatabase and append the data using the Append tool.
2. Use the Copy Parcel Fabric geoprocessing tool to copy the parcel fabric from the file geodatabase to an enterprise geodatabase.
