The Calculate Travel Cost tool ('Connect Origins to Destinations' tool in ArcGIS Online Map Viewer Classic) only supports creating up to 1000 route layers. Refer to https://doc.arcgis.com/en/arcgis-online/analyze/calculate-travel-cost-mv.htm#ESRI_SECTION1_E4BF4C620DB043C9A74ACBC57F29C5ED for the limitation. A warning message will be returned on the analysis history item indicating the inability to generate route layers if the requested route layers are over 1000. "AO_100247: Failed to create route layers as the number of routes, 3,854, is greater than the maximum number of route layers, 1,000, that can be created."重现步骤
