The 'configureserviceaccount' utility syntax must include quotations around a password if the password contains an ampersand.

The following are possible workarounds for this problem:
- Do not use ampersand in the password.
- Change the configureserviceaccount utility syntax to include quotes around the password as the example follows:
configureserviceaccount --username arcgis1 --password "9Qff(BYG*Vb5&q"
