The computeTotalRefCount operation fails to return the correct count and returns zero instead, with each data item's properties showing a Ref Count of 0.

To determine what data stores are being referenced by the services, click the Geodatabase icon in ArcGIS Server Manager or right-click a service in ArcCatalog > Service workspaces. This can only be accessed on a per-service level rather than a per-data item level.
