The Business analyst data has a USA.loc in the 'Geocoding Data for ArcGIS Pro' folder. It is unable to be used and returns the error message, "000840: The value is not a Address Locator" in the Geocode Addresses tool.

This software license should be included for Business Analyst US customers along with Business Analyst and Network Analyst software licenses.
