The autocommit values (for example, 100 000) set in the Feature Class To Feature Class tool are not honored when the feature class is moved to an enterprise geodatabase.

This is a known limitation with the deprecated Feature Class to Feature Class tool. The issue is resolved in the newer Export Features tool.解决办法
