The Arctic Sea Ice layer is a global layer, therefore the extents of the sea ice data content may display at a latitude that the polar Arctic basemap does not extend coverage to. As noted in the ticket, one work around is to use the layer in Web Mercator projection. The other workaround is to add the Web Mercator Ocean Base layer to the polar Arctic map (https://www.arcgis.com/home/item.html?id=1e126e7520f9466c9ca28b8f28b5e500). This will reproject the global ocean map and contains land cover even into the southern hemisphere. This way there is no sea ice off map area. However, it presents a distorted map view beyond the latitudes that the polar Arctic basemap is limited to mapping.
解决办法
The Living Atlas layer works fine when displayed and projected in Web Mercator.
