漏洞
The arcpy.server.UploadServiceDefinition tool returns the error message, "Error code 000800: The value is not a member of <groups>" when publishing to groups in the group list not owned by the account, or when 'All group members' is not selected as a parameter in ArcGIS Online or ArcGIS Enterprise, even if the account is a Group Manager.

解决办法
- Change the 'Who can contribute content?' parameter in the groups to 'All group members'.
- The account publishing the service definition needs to own all groups listed.
- Publish the data to the portal and share to groups in the GUI.
