The "dataset" dictionary key/value pair is at the wrong sub-dictionary level. Moreover, this workflow can be accomplished with two enterprise geodatabase connection files with less complexity. A way to accomplish this, if more find grained control of enterprise geodatabase connection properties is needed, use the CIM module.
