Editing Status reports editing permissions on the source data, such as permissions and data types. List by Editing in the Contents pane is a map level of control of what layers are or aren't editable. For example, one feature class that allows editing (Editing Status dialog) can be the source data for two or more feature layers requiring different layer editability at the time of use (List by Editing contents pane).
