The HERE point address data locator reference does not contain 100 Helen Pl, Collinville, IL. Hence at best the ArcGIS Online WGS could only geocode the address to the street address level. While 166 Helen Pl, Collinville, IL does exist in the point address data(which leads to the point address match). This is expected behavior of the ArcGIS Online World Geocoding Service.重现步骤
