The Apply Symbology From Layer tool does not apply symbology from a .lyrx file when running in a standalone script.

This is as designed. It is not something designed to work from a standalone script (as the standalone script does not run within the context of Pro, and doesn't know what layers are available in a Project map unless explicitly told). For this reason, when calling the layer by name in script, it does not apply symbology, but in Python Window it does. The namespace of available layers in the map project map is accessed using the list of layers retrieved from .listLayers().
