This is the expected behavior, the question label has the role of heading level 3, the group or page label has the role of heading level 2, and the form title has the role of heading level 1. The question has a label, and sometimes there is a description underneath it. When the question description is added, the question label can be seen as the heading. The heading role is also set for a clearer structure and easier navigation (with NVDA users can navigate through different questions using shortcut H). We have also investigated other form products, the heading role for the question label is pretty common. Therefore, we will not address this issue.
