Symbology in the legend is not shown or shows horizontal white lines when exporting some maps that have map services, picture marker symbols, and inserted images.
This is a duplicate of NIM003653: Unfortunately this is a limitation of Microsoft Graphics Device Interface (GDI) and how the Microsoft Graphics Device Interface (GDI) works with device contexts. The suggested workarounds are either to use ArcGIS Pro (which does not rely on GDI) or go through the workarounds suggested in the longstanding technical article on this bug:
