The map link provided is the raster version of a topographic map. These maps are going into mature support in early Q3, 2021. Refer to this link: https://www.esri.com/arcgis-blog/products/arcgis-online/announcements/reminder-raster-basemaps-services-moving-to-mature-support/
The line in question is an Admin3 line, such as a township or city boundary, not an Admin2 / County.

Please update the map usage to one of the vector basemaps. The line in question does not move around in any of the vector map styles. There is one depiction of the line across all vector styles.
