Starting a service with a minimum instance of 1 causes the service locks to not release if the service is consumed while it is starting.

Workaround 1:

This is not reproducible on ArcGIS GIS Server 10.6. Upgrade to ArcGIS GIS Server 10.6.

Workaround 2:

If the service does not start anymore, follow this workflow to recover it.

1. Stop the ArcGIS Server Windows service.

2. Navigate to this directory in Windows File Explorer. C:\arcgisserver\config-store\services\CaliTest.MapServer\startup\172.16.169.80 (this is machine specific).

3. Delete the lock files within the folder.

4. Restart the ArcGIS Server Windows service.

5. The faulty service is in 'Stopped'. Start the service successfully.

Workaround 3:

Change the minimum instances to 0.
