解决办法

Change the properties for the WMS capabilities to add the ‘additional spatial reference systems’, and add ‘EPSG: 3857’.

This can be done using Server Manager or Service Properties via ArcCatalog. The changes are reflected in the WMS Configuration following a service restart.
