This issue is addressed in ArcGIS Server 11.2 and ArcGIS Pro versions 3.2, 2.9.11, and 3.1.4. Geodatabases must be upgraded from an ArcGIS Server or ArcGIS Pro release where the issue has been addressed. The 11.1 version of the ArcGIS Server Branch Versioning Data Consistency Patch is now live on the support site.
