Currently, the save operation does not do a check on the layer shared settings. This would be an enhancement and not a bug. Only when sharing a web map, the check is made to determine what layers are private and the update process is made.

解决办法

Navigate to the public web map's item content page, click Edit sharing, and save without changing the share settings from Public. A pop-up message to update sharing is displayed.
Save the web map from Map Viewer Classic.
