Duplicate of BUG-000083073: Fixed in 10.2.6.解决办法
Do not use NuGet Package manager to add the Runtime library, but install the Software Development Kit (SDK) on a local machine and add the .NET runtime reference to the project. Rename the project folder without Japanese characters.重现步骤
