Rejoining closed and unclosed parcels that are loaded in through a topology in a different coordinate system causes conflicting scale and rotation.

Project the staging data to the same projection as the final/ production fabric. Please note that this will not change the COGO values in the attribute table that were captured in the local coordinate system.
Use the Load a Topology to a Parcel Fabric tool to load the data into the final/production fabric.
When editing in the fabric change the data frame projection to the local coordinate system to capture new parcels, Please see the follow help documentation in regards to working with different projections and the fabric:

解决办法
Either reproject the staging data to match the coordinate system of the fabric before loading in the parcels, or regenerate the fabric after loading the parcels in.
