Duplicate of BUG-000091103: This issue is not reproducible in the final version of 10.4 and is most likely the same issue as BUG-000091103, which is specifically fixed for 10.4.解决办法
Right click the network in ArcCatalog and rebuild from the context menu. Version 10.4 build 5524 does not appear to be encountering this issue.重现步骤
