This is as designed. The tiling scheme is generated correctly, but it does not go down to 1:180 causing the buildings float. The idea behind auto-suggest is to have one tiling scheme to be repurposed per SR, and it does not work for the scale of this data.

解决办法

Download the auto-suggested tiling scheme and add more scales.
Use the tiling scheme Existing Cached Map or image service. In All Portal, search for Topo RD. This applies the correct tiling scheme for a scene projected in RD New.
