There is a workaround, but it defeats the purpose of function chains.

1. Follow Steps 1 through 4 in Steps to Reproduce.
2. Export the function chain layer to a raster such as a tiff.
3. Delete the function chain layer.
4. Publish the layer to a web layer or a web map. This solution works, although it defeats the purpose.
