This issue is a duplicate of BUG-000170985.解决办法
- Share the referenced map or feature service with Everyone (public) and print the service.
- Use the ArcGIS REST API endpoint to execute the Export Web Map task of the printing tool by specifying the URL address of the secure layer over port 6443.
