Pop-up media in Collector for ArcGIS Classic (iOS) does not display PDF content using a URL from a publicly available domain server link and returns the error message: "Error: unable to load image."

This is expected behaviour. A PDF file is not a supported file type to display as an image within the pop-up. ArcGIS Online documentation for 'Configure pop-ups', under the section for 'Show images' explains that 'PNG, JPEG, and GIF images are supported'.
