A scroll region with an interactive element inside does not need a focus indicator itself. This is because the link inside would trap the focus, and then the area can be scrolled using the keyboard. This is clearly stated in the WAI documentation. The text scroll without links will be investigated in the other issue.

"This rule checks that scrollable elements or their descendants can be reached with sequential focus navigation so that they can be scrolled by keyboard." - not necessarily both (we've not seen this practice yet)
