Multiple layers selected in a map, when dragged into a new map do not retain the layer order as in the previous map in the new map in ArcGIS Pro 2.3.1.

解决办法

• Select all of the layers in the original map's Contents pane.
• Right-click and select Copy.
• In the new map's Contents pane, right-click and select Paste. The layers paste in the original order.
