The issue is not a defect in ArcGIS Enterprise. It is specific to Adobe Acrobat Reader after the PDF file is saved using the Save As option.解决办法
Avoid using Save As in Adobe Acrobat Reader. Copy and rename the files in File Explorer to make copies of the PDF files.
