The cause of this issue is the VBScript rotation expression (VBScript expressions are not supported). ArcGIS Runtime Local Server supports Python or Arcade expressions. The issue is not reproducible after the .mpk file is imported to ArcGIS Pro, the rotation expression is updated to an Arcade expression, and the map is repackaged as a .mpkx file then used with ArcGIS Runtime Local Server.
