Map image layers cannot be shared as a web layer without including the associated group layer.

解决办法

1. Open a new map in ArcGIS Pro.
2. Copy and paste the layer(s) that should be published to the new map without the group layers.
3. The group layers will no longer be included in the published feature service if it is a map image layer.
