Cache tools honour mosaic dataset settings to draw cache tiles from a map/ image service. Publisher needs to ensure that these requests are fulfiled.解决办法
1. Copy the imagery from the raster catalog to a mosaic dataset.2. Increase the Maximum Number of Rasters per Mosaic in the Mosaic Dataset Properties (default is 20).3. Republish the map service using the mosaic dataset and recreate the cache.重现步骤
