Fixed in upcoming 10.2.1 release. Applies also to Windows Server 2003.

解决办法

1. Create a batch file with the following contents: net start "ArcGIS License Manager" 2. Name this file startlm.bat and save it on the C: drive. 3. Click Start > Control Paneel > Scheduled Tasks > Add Scheduled Task 4. In the Scheduled Task Wizard window click Next. 5. Click "Browse...", point to the batch file that was created, and click Open. 6. Name the task (ie. startlm) and choose "When my computer starts" 7. Enter a local admin's username and password and click Next. 8. Click Finish 9. On the next reboot, the license manager service will start.
