Thanks for reporting this issue, a few others have reported it as well and it is fixed in beta 2.解决办法
Resetting the Normal template allows the Layout toolbar to be displayed again.This issue was reproducible in 9.4beta (2217) and 9.4 Weekly Build (2238) using WinXP.重现步骤
