Utilize an additional layer query on the related feature class, or enable non-standardized queries to use compound queries. For example, on layer 0 or the related feature class, the following syntax can be used to limit syncs:

“where”: “WORK_ORDER_GLOBALID in (select GLOBALID from WorkOrder where ASSIGNMENT_LIST LIKE '%Jack%'”)
