It is recommended to move to ArcGIS Pro. The issue is not reproducible in the newer releases of ArcGIS Pro.解决办法
To assign unique, sequential layer IDs in ArcMap:
- In the Contents pane, right-click the name of the data frame and select Properties.
- In the Data Frame Properties dialog box, click General and enable the Allow assignment of unique numeric IDs for map service publishing option.
