Three service URLs are listed with this issue. The first two point to map service sublayers are added as feature layers when added to ArcGIS Pro. The third one is a map service URL for a map service without layers. Even if the map service did have layers, they do not appear in the Weights dialog. Sublayers of map services do not participate in labeling.重现步骤
