It is not possible to move the feature of a hosted feature layer in Map Viewer if the hosted feature layer view from the feature layer is present above it in Content.

Map Viewer Classic (3.x JavaScript SDK) is now deprecated. Refer to the deprecation notice: https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662. The issue is not reproducible in Map Viewer (4.x JavaScript SDK). It is recommended to use Map Viewer for the workflows to take advantage of the new and improved user experience.解决办法
