The issue is not reproducible. If experiencing this behavior, contact Esri Support Services as a new reproduction case to continue the investigation.
解决办法
Navigate to ArcGIS Server Manager > Logs > Settings, and set a different log path. ArcGIS Server will attempt to create that path and will use that location instead. (Monitor and check, depending on the setting)
Stop ArcGIS Server, delete all lock files from the ArcGIS Server logs folder, and start ArcGIS Server.
