In the ArcGIS Online web map, the Hybrid Imagery basemap draws on top of the operational layer.

This is by design for the Imagery Hybrid vector basemap. The Hybrid Reference layer is set to be a reference layer in the basemap (expand the Imagery Hybrid layer in the Contents to see the two layers: Hybrid Reference layer and World Imagery). If users want the Hybrid layer to display above the operational data, select the three dots under the Hybrid Reference layer for more options and select Remove as Reference Layer. This makes the USA data layer to be on top of the basemap layer, not between the layers. This behavior is replicated in the Dark and Light Gray Canvas maps as well as Terrain with Labels and some other creative vector basemaps like Human Geography and so forth.重现步骤
