In the ArcGIS Online Map Viewer filter, the 'is not' operator filters out both the identified value and any <NULL> values within the specified field.

With SQL expressions, NULL values are treated differently. Switch to the OR operator using 'Match at least one condition'. Next, add an expression, use country, and set it to 'is blank'. Null values will be displayed and only the USA values are hidden.解决办法
Do not leave any null values in the field used to filter. Consider using a space character instead.
