In some Windows Server machines that run ArcGIS Server, logging into the machine through Remote Desktop Protocol (RDP) with a domain account takes an extremely long time. The delay scales to the number of ArcSOC.exe processes running on the machine.

Microsoft has released updates for Windows Server 2012 R2 and Windows Server 2016 that addresses the slow login issue.
The fix was first made available in the following updates:

Windows Server 2016: September 28, 2017 – KB4038801 available at https://support.microsoft.com/en-us/help/4038801
Subsequent updates for Windows Server 2012 R2 and Windows Server 2016 also include the fix for this issue. Esri recommends always staying current with the latest operating system updates.
