In Map Viewer Classic, the second layer attribute table displays data from the last layer when a map image service and feature services are added together and the service contains more than 10 layers.

This issue is logged against the Map Viewer Classic (3.x JS SDK), which is now deprecated and planned to be removed in the ArcGIS Enterprise 12.0 release.
