In Collector for ArcGIS, a member with viewer-role privileges in ArcGIS Online or Portal for ArcGIS can create, delete, and update features as well as synchronize changes back to the feature service.

Duplicate of BUG-000083697 : duplicate解决办法
1. Create an empty feature layer, and publish it as a feature service enabling the Create, Delete, Update, Query, and Synchronize operations. 2. Publish the desired data as a feature service and only enable the Query and Sync operations. 3. Add both feature services to a web map that is shared to the user(s) with viewer-role privileges. 4. Access the web map in Collector for ArcGIS. The user can still apply edits, but only on the empty feature layer.重现步骤
