漏洞
In ArcGIS Pro, the 'Paste Special' option is disabled when features are selected using the Layer right-click > Selection > Select All menu item.

The clipboard is shared and uses focus to determine what to copy or paste. After running 'Select All' from the layer's context menu, click on the map view to give it focus (focus is indicated by a darker blue).解决办法
